A Highway Use Tax (HUT) certificate of registration and decal is required for carriers that operate trucks, tractors, or other self‑propelled vehicles (alone or in combination) with a gross weight over 18,000 lbs on New York State public highways. The HUT permit allows the state to collect a tax based on weight and miles traveled. Once issued, you must file HUT returns and pay tax each quarter.

1. Determine If Your Vehicles Need HUT Registration
