Do I Need Both a New York HUT and AFC Certificate?

Not necessarily. A New York HUT Certificate of Registration and an AFC (Automotive Fuel Carrier) Certificate of Registration apply to different operations.
  • HUT Certificate: Generally required for trucks, tractors, or other self-propelled vehicles with a gross weight over 18,000 pounds operating on New York public highways.
  • AFC Certificate: Required when a truck, trailer, semitrailer, or attached device is transporting automotive fuel and meets the applicable weight requirement.
  • You may need both when your operation involves a vehicle subject to HUT requirements and the vehicle/equipment is transporting automotive fuel.
  • A separate AFC certificate is not required for a tractor transporting automotive-fuel trailers if that tractor already has a HUT certificate.

 

Key point: Having a HUT certificate does not automatically mean every fuel-transporting vehicle or attached unit is covered by AFC requirements; the specific vehicle and what it is transporting matter.
